Aportes para la política pública de discapacidad e inclusión social hacia los adolescentes y jóvenes del municipio de Pesca, Boyacá

Abstract

El objetivo de este trabajo investigativo ha sido analizar los procesos que se llevan a cabo para la formulación e implementación de la política pública de discapacidad e inclusión social hacia tos adolescentes y jóvenes del municipio de Pesca, Boyacá. Cabe mencionar que dicho ejercicio se desarrolló bajo una perspectiva desde los principales actores que hacen parte de este escenario, como lo es la alcaldía municipal, la cual es la principal figura de estado de este territorio y la encargada de dar cumplimiento a esta política; y por otro lado, las familias de los adolescentes y jóvenes con discapacidad que habitan en este municipio. Para el análisis de la política pública de discapacidad e inclusión social de este municipio, se tuvo en cuenta el documento de la política pública nacional de discapacidad e inclusión social 2013-2022, las distintas narrativas que se pudieron recoger, gracias a las técnicas que se utilizaron para la recolección de información, como lo fueron las conversaciones solidarias y una entrevista semiestructurada. En tanto, este ejercicio se realizó con los principales actores de este contexto, con el fin de no sólo comprender el ejercicio de formulación e implementación de esta política desde la alcaldía municipal. sino también por parte de quienes la reciben. A su vez, los elementos teóricos también fueron un eje para la ejecución de este análisis, realizado a partir del paradigma de la complejidad desde el autor Edgar Morin, el construccionismo social y la teoría ecológica desde Urie Bronfenbenner.

The objectlve of this research work has been to analyze the processes that are carried out for the formulation and implementation of the public policy on disability and social inclusion towards adolescents and young people in the municipality of Pesca, Boyacá. lt should be noted that said exercise is under a perspective from the main actors that are part of this scenario, such as the municipal rnayor's offlce, which is the main figure in the state of this territory and is in charge of complying with thls policy; and on the other hand, the families of adolescents and young people with disabilities who live in this municipality. For the analysis of the public policy on disability and social inclusion in this municipality, the document of the natlonal public policy on disability and social inclusion 2013-2022 was taken into account, the different narratives that can be chosen, thanks to the techniques that will be used for the collection of inforrnation, such as solidarity talks and a semi-structured interview. Meanwhile, this exercise was carried out with the main actors in this context, in order to not only understand the exercise of formulation and implementation of this policy from the munlclpal mayor's offlce, but also by those who received it. In turn, the theoretical etements were also an axis for the execution of this analysis, carried out from the paradigm of complexity from the author Edgar Morín, social constructionism and ecological theory from Urie Bronfenbenner.
