It should be noted that at no time is the importance of all technical or scientific development being neglected, but quite the contrary, in the understanding that these can be seen in the key of history, to know the experiences that have happened in other ecosystems; a historical conscience is to acquire knowledge with attention in the past to try to prevent from a present, a future risk. Perhaps in this way it is possible to understand how the previous pages built can reveal that the extractive capacity has been accompanying man since its inception, explained from different economic models.
But the historical consciousness outlined here shows Colombia as a territory that since its discovery as a colony has been viewed through outsourcing eyes due to its own richness in its various ecosystems. Without discounting that agricultural work followed by mining has been the main mode of accumulation of wealth, but also of extraction. Just suspecting how much was extracted from the colony would lead to imagine how everything extracted helped the development of imperial industry in the time of the Spanish Colony; But even within the first modes of local government, once the independence process had taken place, extraction continued to be the economic engine of a poor country that, having no notions of public administration, and for the same extension of the territory, The resources have been located in places where the State can sometimes find its public actions complex.
For this reason, historical awareness may be that way in which each public entity can reduce difficulties and begin to have foundations given for the same reason as the time that has already elapsed to promote the protection of natural resources. Historical consciousness advances like science, but its records can show experiences of other developing or already industrialized States where, with subtle tact, the latter promote sustainable development within their nations, but without importance on the territories. less developed that have been contaminated or ruined by lending their soils for extraction or exploitation. And eloquently, the idea of progress accompanied by public donations is sold as if with this conditioned act the indulgence for environmental damage was compensated.
