Recently the urban models look for planned polycentric cities to offer a quality of life. One of these models is hyper-proximity which references the excess of services based on the population needs in the shortest possible distance. Due to the Covid- 19 pandemic, this model gains great im-portance, since citizens seek greater accessibility to their needs by making use of active mobility. Given this outlook, a territorial planning strategy based on hyper-proximity is proposed to im-prove the urban resilience in two neighborhoods of Bogotá. The methodological approach was focus on three phases: study area selection, services offer evaluation, and proximity analysis; in each phase was necessary the use of GIS. The results suggest that the services areas do not supply the hyper-proximity needs established for the research, at the same time, there is a lack in public spaces and green areas that is related to the insecurity and street trade, furthermore, there are few mixed lands uses because of the lack of updating in normative. That is how the territorial plan-ning strategy in the study neighborhoods should be aimed at promoting the increase of estab-lishments in the needs of learning, care and entertainment as well as should involve public health, the citizen's participation, and mixed land use.
