The retail distribution of fuels in Colombia is directly associated with the country's economic growth, investment in energy infrastructure and the demand for fuels for industry and mobility. At the end of the production, transport and distribution chain, the service station is in charge of the final delivery to the customer. The construction or updating of a service station is subject to a broad and demanding legal framework, as well as a distrustful relationship with external stakeholders, considering their local impact, operational risk and generation of hazardous waste.
These predetermined conditions make the development of the execution, monitoring and control and closure processes in the construction of service stations complex, to the point that they materialize risks, viability and reduce compliance with key performance indicators and factors success critics formulated in the business case and the project charter. These conditions have impacted the fulfillment of objectives in terms of scope, cost and time in the aforementioned processes, as evidenced in the sample selected for this research and the level of influence of the interest groups.
The construction of service stations has been framed in generalized practice as predictive projects since 80% of their tasks are construction of civil works and 20% supply and assembly of equipment. The research is aligned with the PMI 2017 standard and supported by statistical results, interviews with directors of the sample projects, and a bibliographic review; in such a way that an applied stakeholder management framework is generated for this typology of projects in the study area.
