According to article 83 of Law 1474 of 2011, Anti-Corruption Statute, public entities are obliged to permanently monitor the correct execution of the contracted object through a supervisor or an auditor to protect administrative morality, to prevent the occurrence of acts of corruption and to protect the transparency of the contractual activity. The absence of a guide for technical and administrative auditing in the Cesar department exposes the need to regulate the general considerations for the correct execution of contracts as a tool for those people who work as supervisors and auditors of sports venues and thus be able to apply the norms, guidelines and adequate procedures for the correct monitoring and control of the objectives of a contract in a transparent and effective manner. On the other hand, an analysis was carried out of the aspects, guidelines, and similar specifications of the documents of different departments of the country such as the Bogotá, Antioquia and Santander manuals that can be applied to Cesar but must be modified considering the needs and tools of the department. Additionally, other documents and a project to be contracted by the municipality of Río de Oro were studied, which consists of the construction of a sports arena in the town of Montecitos, with its technical specifications, plans, budget and programming, specifications to complement the information obtained and achieve as a result a guide in the form of a checklist so that the professionals in charge of exercising the supervision of a sports scenario have a tool that allows them to carry out technical and administrative monitoring during all phases of the contract: preliminary stage, development and execution and receipt and delivery of the work.
