Quality in education has become a national and international benchmark, based on guidelines provided by non-governmental organizations such as UNESCO, OECD, IDB, among others. According to the instrument for the comparative analysis of education policies at the international and national level, which yields research categories such as educational quality, internationalization, educational reforms, inclusive education and ICT, from which it is sought that Higher Education Institutions -IES , generate and offer a quality education that is reflected in graduates who respond to the needs of the environment in which the HEI is developed. Likewise, the ISO - International Organization for Standardization creates international standards that allow standardization according to the economic activity of organizations; In the case of the education sector, the ISO 21001: 2018 Management System for Educational Organizations - SGOE standard is available, with the purpose of improving services to increase the expectations of students, teachers, graduates and other stakeholders, adapted for the country as a Colombian Technical Standard during 2019. The main aspects to be addressed as HEIs are: quality management systems, monitoring and evaluation, social responsibility, educational management, inclusion, continuous improvement among the most important aspects of the SGOE ... The Colombian State, in response to the national context and at the head of the National Accreditation Council - CNA, updated the High Quality Institutional Accreditation Model during 2020; During 2021, the "Guidelines and Aspects to Evaluate for High Quality Accreditation of Higher Education Institutions" were published.
Where the following are identified as fundamental changes compared to the 2015 guidelines: new evaluation factors such as identity, institutional governance and transparency are included, and factors such as indicators of permanence and graduation and academic and academic aspects are added. learning outcomes, and the consolidation of the institutions' internal quality assurance systems, in tune with the principles of innovation and governance (El Observatorio de la Universidad Colombiana, 2020) .7 This, with the sole objective of guaranteeing an education of quality in all Higher Education Institutions (IES) in the country, which voluntarily wish to be accredited. According to the above, it is possible to deduce that there are similar factors, numerals, chapters and characteristics but with a different approach according to the standard in which they are described, but they seek the same objective that together with the analyzed theoretical references, the question arises research How to structure a model to articulate the guidelines of the High Quality Institutional Accreditation of the CNA with the NTC-ISO 21001: 2019 for Institutions of Higher Education in Colombia? To answer this question, an analysis of the context was made at the international, Latin American and national levels, generating an articulating model of the aforementioned norms, based on a documentary study that led to the design of a theoretical perspective for the research project , which is complemented with the correlational and comparative analysis of the norms under study. The above, using qualitative and quantitative approaches as a methodology, which contribute to the development of an exploratory, descriptive, correlational and comparative research, which were carried out systematically, responding to the objective of the research and obtaining as a result an articulated model for quality management in HEIs, which provides recommendations to join efforts in obtaining quality certifications and accreditations.
