Resumen
Given the population dynamics and the consequences of the Colombian civil war, the Municipality of Barrancabermeja has become one of the main receptors of displaced persons, presenting an exponential population growth curve (Episcopal Conference, 1995), this growth has fostered the development urban area, generating disorder, as well as the establishment of an infrastructure that did not take into account topographical and landscape factors of water sources (Cárdenas, 2011). When considering the few economic possibilities available to a large part of the population to acquire their own homes; vacant lots and environmental protection zones, especially water rounds, are consolidated as attractive areas to provide a solution to this need (housing), regardless of the exposure to different health conditions and risks, and the collective effects that are carried out to the natural resources that offer their services.
Of all these problems generated by informal settlements, which in most cases are located in the urban centers of cities, no matter exposing themselves in high risk areas due to the occurrence of natural phenomena such as floods and mass removal, other problems arise. such as the generation and accumulation of solid and liquid waste (wastewater) that ultimately are discharged directly into water bodies, the loss of plant cover, the sedimentation of riverbeds by landfills with debris material, recebo and odors among others.
In this order of ideas, the main problem that most of buffer zones or wetlands in Barrancabermeja presents is the growth of human settlements without the necessary regularization by the state. For the specific case of the Las Camelias broken water round, a sector between the 24th and 20th run from East to West, and between the 67th and 71st South-North streets, with a length of 500 meters (area under study), this document presents an intervention proposal for the recovery of the water round of this sector previously named, which originated with the fulfillment of the following objectives: (1) Diagnose the hydrological round broken by the Camelias (area under study). (2) Assess the methodological trends in the recovery of water rounds affected by the growth of informal human settlements. (3) Define normative, urban and environmental guidelines, aimed at the recovery and protection of the Camelias broken waterway, sector included in the 24th and 20th courses, East-West direction, between streets 67 and 71 South-North direction, Municipality of Barrancabermeja.
As an important input, the intervention proposal for the recovery of the Camelias river bank (sector under study) was proposed, under an environmental approach, based on the "Recupero, ordeno, construyo" strategy, denominating it in that order of ideas "Corredor Ecological Villaluz ".
Finally, a methodological guide was designed for the recovery of water rounds in urban areas of territory version No.1, which contains the step by step to evaluate the occupation areas of water rondas in Colombia. In addition, it includes the survey format (demographic diagnostic inventory), table, summary of norms and their disposition, as well as a matrix for assessing aspects in environmental impacts.
