The processes of exclusion and the increase in the indicators of segregation have occurred under the logic of a neoliberal economic model, which unequally promotes the construction of cities in which economic development is prioritized over human development, with consequences such as social and social equality and the commodification of rights. In Colombia, neoliberalism emerged in the 1990s, generating an ideological change in economic and social policies, such as housing policies, which from 1991 went from being subsidy housing policies (VIS) to supply, to policies focused on demand subsidies. In this sense, this research addresses the issue of residential segregation and its relationship with VIS policies from a case study based on the analysis of VIS projects in the town of Suba Between 1991-2016. The descriptive-analytical mixed methodology was used, which uses techniques such as documentary review, observation and structured interview. Once the methods and the information analysis had been applied, it became clear that it is important to rethink for whom housing subsidies are elaborated as a primary point.
