dc.description.abstract | There is no any doubt that government contracting is necessary for the development of state activities, to supply the basic needs of state and its allies. That is why among its activities, it is to contract what it is required to do that, the due in most of the cases is to do a public bidding, using as a tool the elaboration of tender’s specifications. In order to anyone who wants to apply for it, can do it.
For the same reason in all contractual action, it must be taken into account the principles, because in the case of tender’s specifications, it must be careful applying these fundamental principles of transparency and responsibility. This is because currently the idea gotten about government contracting is related to corruption.
The tender’s specifications are as the basis of direction in a contracting process, and it is because of this reason that people must act with transparency and ethics in the same way it is necessary to be done with responsibility because the national resources are in their hands. In the same way, it is necessary to accomplish the rule, and in the case of failing, it is compulsory to investigate to determine the responsibilities found, and to establish if there is any punishable conduct.
It is required to abolish the idea of tender’s specifications are to benefit a specific bidder on the contrary, they look forward mechanism that abolish and this bad practice give confidence to the government and its workers. | |
