Estudio y análisis para la selección de una tecnología a implementar en la actualización de la red ppdr de la policía metropolitana de Bogotá “mebog”

Abstract

The purpose of this research work is to perform an analysis that allows the selection of the technology to be implemented by the Bogotá Metropolitan Police (MEBOG), in the deployment of the Public Protection and Disaster Response Networks (PPDR). The analysis developed in this document deals in a general way with the different technologies that have been used for emergency communications, highlighting their main characteristics and focusing on those that thanks to the bibliographic review and the opinion of experts, have been identified as the most relevant for an institution such as the Metropolitan Police of Bogotá, can make an accurate decision. The developed methodology contemplates the use of multi-criteria mathematical decision making tools, specifically those that refer to the application of the hierarchical analytical process (PAJ), through which it is possible to characterize in a very punctual and functional way each one of the PPDR technologies evaluated, in such a way that it is possible through direct comparisons, to find the one that best meets the specific needs of the Metropolitan Police of Bogotá in terms of emergency communications. A sensitivity analysis performed at the end, confirms the robustness of the results, which takes special importance when arguing the reason for the selection made.
