Palomino Beach, located in the municipality of Dibulla, in the department of La Guajira, has been classified as one of the country's fundamental tourist attractions, mainly due to its outstanding natural wealth and landscapes, however, there is currently no research on the adequate management of tourism in this area, this being the reason why this degree work was carried out based on the use of the method of Cifuentes (1999) to determine the tourist load capacity of the Beach and the Palomino River, it is carried out the calculation of the physical carrying capacity (CCF) for the beach, resulting in 10,461 visitors / day, that is, the number of people that the beach can support without damaging the ecosystem. Afterwards, the calculation of the real load capacity (CCR) was carried out, taking into account the maximum limit of visits, resulting in 730 visitors / day and finally the effective load capacity (CCE) was determined with a value of 428 visitors / day depending on the environmental management that is provided to the area, with efficient infrastructure and equipment services. For the Palomino River, it is determined that the CCF is 2,625 visitors / day, the CCR is 265 visitors / day and the CCE 142 visitors / day, and by means of the method of Hurtado (2008) an analysis of the environmental load capacity was carried out, carrying capacity of urban equipment and carrying capacity of services related to tourism, which leads to the value of the capacity of 2,036 visitors per month at Palomino Beach. Concluding in this way, that for both the Beach and Rio Palomino the number of visitors that it can receive is being exceeded. However, the good quality of the water resource is due to the non-existence of discharges from activities that cause the loss of the quality of the resource, making it a suitable resource for recreational activities that take place in the area. In addition, the district does not have sewerage, energy and drinking water supply services, in the same way, it does not show an adequate management of the solid waste that is generated in the place.
