Propuesta de regulación para la implementación de sistemas de VHF - DATA LINK MODO 2 - enmarcada en los reglamentos Aeronáuticos De Colombia (RAC).

Abstract

This work proposes a regulation method for the implementation of VHF-Data Link Mode 2 systems, in such a way that it complies with the Colombian Aeronautical Regulations. This normativity rules the Colombian Civil Aviation. The purpose of this research is to define the characteristics of the VDL2 telecommunications protocol, according to the particularities of the airspace and air traffic in Colombia, and also to determine the technical and legal implications this new technology could bring to there. This research is done using a case study methodology, obtaining data from several sources like the International Civil Aviation Organization (ICAO), among other aeronautical authorities. Three phases variables are developed throughout this research, being (i) the current state of the Colombian and international regulations in order to better understand the regulatory models and their implementation standards, (ii) the consequences that the adoption of this technology may bring to the sector according to the aeronautical operational environment, and (iii) the writing of a proposal that aims to modify the Colombian Aeronautical Regulations in such a way that it includes all the normativity that air traffic systems must follow for operating through the VDL2 protocol.

According to this, the main objective for this project is to provide a set of rules covering every aspect of data link-based communication technologies.
