This research has as a general objective to base the relevance of the International Foscal Clinic as a strategic actor in the health cluster of the Bucaramanga metropolitan area. It takes into consideration the theories of relevance, and those of clusters or organizational clusters. It applies a mostly qualitative methodology with a non-experimental design of a descriptive scope with contributions from the methodology of relevance studies of the Autonomous University of Nayarit. Its results include: that clusters as an economic initiative are increasingly necessary; The metropolitan area of Bucaramanga has already advanced important experiences in its current clusters with and without initiative including its health cluster, and that the International Foscal Clinic presents very high leadership qualities and research and development and innovation activities that make it a potential leader and strategic actor in a health cluster in the region. As a main conclusion, it is specified that the International Foscal Clinic for this stage of substantiation of the relevance under study, complies in the first revisions of documentation and characteristics as a company and organization and it is recommended to advance the complete relevance study by the IFC from what this foundation provides.
