Abstract

The article aims to achieve in the reader a reflection on the poor performance of the State to combat the problem of "brave bars" and not to study it, determine its causes instead of only severely punishing its consequences, and give it a deal respectful and guarantor to the individual and the collective barrista. The Colombian criminal policy has focused on promoting a thorough control of the illegal behavior of the barrista and punishing him harshly, without studying the reason for his actions or pretending to help the members of society who commit criminal acts, which has generated society, the media, the police, judicial and other authorities, publicly label the barristas with negative discriminatory terms such as "misfits, antisocial, vandals. To achieve this reflection, in addition to consultation and theoretical analysis, observation was made on the sports scene during most of the games played by the Club los Millonarios in local condition at the Bogota district stadium, Nemecio Camacho "El Campín", during the course of the year 2017 attending hours before the start of the meetings to find the practice of interviewing who is considered the leader of the most representative fan club in its most comfortable and directly developed context, which is the grandstand of the football stadium , and an interview with a former official of the mobile anti-riot squad of the National Police in an external context; After applying the instrument consisting of semi-structured inductive and deductive interviews with closed and open questions and an unstructured open interview, results concordant with the development of the article were concluded. The interviews to numerous and diverse groups of fans of more football teams are underway and will be studied during the development of a research project, for the moment it was considered important to obtain information from the leaders - spokespersons of the three main bars fans of the soccer team Club Los Millonarios, of Bogotá, the blue and blue rain commands, popular traditional team bars, and the buffalo bar, traditional bar of the eastern grandstand of the Nemecio Camacho stadium "el Campín".
