Abstract

This research presents a framework of analysis that allows us to understand the problems and conflicts adjacent to the Proscenio Urban Renewal Plan, which was presented in 2010 and to date is still in the process of land acquisition. The choice of this Plan is given due to all the particularities that it presents, among which we can observe how the performance of the promoters of the renovation plan in the management of land and in the socialization of the same generated a series of ruptures that gave rise to the emergence of associations in the sector that exercise social control over the plan, along with the joint work of the existing associations neighboring the site of the intervention that seek to take into account their recommendations and their interests as potentially affected by the implementation of the plan.
