Análisis de la política pública de vivienda con relación a los asentamientos informales en la ciudad de Bogotá durante el periodo 2010 – 2018

Abstract

The purpose of this investigation is to analyze public housing policies regarding the phenomenon of informal settlements (slum) for housing purposes in the city of Bogotá during the period 2010 - 2018. It was approached from the perspective of the new institutional economy (NEI) and specifically from the perspective of organizations, responsible for the production of social housing and that, according to public housing policy, intend to reach the most disadvantaged or low-income population, who are finally the live in this informal settlements (slum) in Bogota.

The investigation presents a contextual framework regarding the public policies of the District regarding social housing and habitat in Bogotá for the period analyzed; It relied on secondary sources of information (sector statistics, population saving capacities, district subsidies, among other variables). With this information, the main achievements in the execution of public policies were established, represented in their real impact on the decrease or increase of informal settlements (slum) in Bogotá.

A retrospective longitudinal quantitative research methodology was used, based on the review and analysis of secondary sources, which relied mainly on the construction of a logit model, with cross-sectional data synthesized from the databases of the National Administrative Department of Statistics (DANE), intending to find the relationship between public housing policies and the formation of new informal settlements (slum) in the 2010-2018 period for the city of Bogotá.
