Resumen
The International Telecommunications Union presented in 2017 the Information and Communications Technology Development Index (IDI - ICT Development Index) which is calculated based on 3 key factors: i) infrastructure, ii) use and iii) ICT skills in each of the countries [1], showing that the infrastructure must maintain a constant evolution to leverage the development of the other factors and achieve the right path to reduce the digital divide.
In Colombia, the development of the ICT infrastructure must start from the need to attend the growing trend in the availability of communication services, driven by rapid growth in broadband, which is not being achieved in the most disadvantaged sectors of the region. population, which is why adequate government policies are required to generate ICT plans and actions aimed at the universalization of services, which together with a harmonized regulatory environment in the region, facilitate and promote new investments in ICT, thus promoting the economic growth and development in areas such as health, education, government and transportation, increasing connectivity, mobile broadband penetration and speed, ultimately generating an increase in GDP and employment and reducing the digital divide in the region.
This paper presents an analysis of the policies established in Colombia that have made it possible to implement projects of social massification of internet access, seeking to reduce the great digital gap suffered by developing countries such as Colombia.
