With the incorporation of the neoliberal model, the different spheres of politics were permeated and the social sphere was no exception. Traditionally, social policy was referenced with programs and lines aimed at education, work, health, housing and social security; However, as the model took root, becoming, of course, the dominant paradigm, the social sector underwent changes in terms of sources of financing, institutions, provider actors, but more than anything, it can be said that it focused strongly on aid to the most underprivileged, in the fight against poverty, a battle that set the tone and that became the priority of social policy worldwide, with special interest in Latin American countries. In short, there is a shift in the centrality of work as a source of legitimation of rights and as a primary mechanism of access to social security. The criticisms arise with a very precise discourse: the provision of services and the central role of the universalist state related primarily to formal work did not allow to efficiently address problems of communities or the vulnerable population, adding this to the problems of employability of the moment and the growth of informality.
