Abstract

In Colombia, the processes of subnormal settlements in recent years is the result of forced displacement as a result of a prolonged armed conflict, which mainly affects rural populations fleeing to the cities in search of safety and care, placing these families in peripheral areas of the cities. cities, characterized by conditions of extreme poverty, precarious housing and urban services, delicate security conditions, being evident, that this problem is increased as a result of the conflictive relationship between the nation and the territorial units, which is transmitted in the policy of displaced persons, where responsibility for their care is disputed, the actions of national entities (which have suffered serious delays and suspensions), which has forced the extension of the activity of local authorities until the available resources are exhausted. As a consequence of this difficult coordination, those who have received the consequences are the displaced populations, whose rights have been curtailed or have been blocked in waiting lists of future resources; In the same way, the politician management that some leaders give to the processes of awarding housing subsidies to this population.
