The maintenance department of Barrancabermeja refinery has a lag by not having a model of integrated management and sustainable labor productivity implemented; which hinders the systematic measurement, identifying the causes of deviation and generation of actions for continuous improvement.
The research focused on measuring and evaluating labor productivity in the main activities of mechanical maintenance department maintenance of the Barrancabermeja refinery, and on this basis to propose improvement actions. To carry out the measurement and evaluation, the methodology of the OCE (Overall Craft Effectiveness) was selected. In the first instance the main maintenance activities 2018 plan for Barrancabermeja refinery were selected according to the method of Pareto, then stratified sampling to define the number of observations for activity was performed and finally built a database with data extracted of SAP (maintenance orders, planned hours, reprocessing, etc.) and the data taken in the field for the actual productive, contributive and non-contributory work times.
Overall productivity obtained for the maintenance department of the Barrancabermeja refinery is 32% in a low-positioning midrange according to the reference table OCE. The most affected is given by the resource efficiency of labor against the execution of the task, generating high run times compared to the reference values established by the labor standards applicable to the industry.
The results are consistent with expected since isolated efforts that have been made do not allow complete management of labor productivity. In Ecopetrol S.A., it is required to have a systematic and consistent way to measure, evaluate, improve and monitor labor productivity so that it optimizes its costs and is competitive in the international level.
