Resumen
At present, the environmental damage is evident and the needs for change are imminent; The adoption and expansion of the concept of Corporate Social Responsibility -RSE- already has a trajectory and this has motivated major meetings and strategies worldwide, where the United Nations Organization -UN, through international commitments and agreements has played a role relevant, from the creation of the International Labor Organization -OIT- in 1919, to the establishment of the Sustainable Development Goals SDG in 2015 (United Nations, 2015).
Among the environmental commitments that companies have in the framework of CSR, it is highlighted that they are responsible, among others, for reducing environmental impact, protecting resources, sustainable development and the use of clean energy. .
In Latin America, the Economic Commission for Latin America and the Caribbean - ECLAC, has worked in conjunction with the Organization for Economic Cooperation and Development - OECD in conducting environmental performance evaluations, with the aim of improving environmental policies without impact on development and economic sustainability of the States. In Colombia, the 2014 Environmental Performance Assessment presents 45 recommendations for the country, especially regarding the management of chemical products and adaptation to climate change, including the registry system to evaluate the effectiveness and possible impacts on health. and the environment of some chemical substances, such as pesticides, pharmaceuticals, food additives and cosmetics, before they are marketed (OECD / ECLAC, 2014).
One of the most important guidelines in the management of pharmaceutical products in Colombia is the CONPES Social Document 155 of 2012, called National Pharmaceutical Policy -NFP, of the National Council for Economic and Social Policy CONPES, which defined 10 strategies to be implemented at 10 years, within which is strategy 6 directly related to environmental sustainability, which has not been developed and, which in its literal c) proposes to elaborate the technical standards to regulate a Colombian Environmental Seal of pharmaceutical services and the industry Pharmaceutical (National Planning Department, 2012).
Although in Colombia, the guidelines and technical standards have been implemented for the certification of the Colombian Environmental Seal -SAC- of various sectors, the pharmaceutical services -SF- still do not have the supplies to comply with the provisions of the NFP. Therefore, in order to contribute to this strategy, in this research the documentary exploration of the subject was carried out, the identification and selection of regulatory guidelines through the Technical Standard for the certification of the SAC of the SF, the elaboration of the proposal of guidelines and finally their validation with experts on the subject within the national territory and subsequent adjustment.
