Focalización territorial PDET de las regalías: La expedición de normativa no basta

Abstract

Tras la aprobación del Acuerdo Final de Paz, se emitió el Plan Marco de Implementación (PMI), el cual definió seis fuentes de financiación para la implementación de dicho Acuerdo. Se estableció que una de estas fuentes sería el SGR, con un porcentaje de participación del 15,2%. De este modo se llevó a cabo una modificación al SGR el cual destinaría desde ese momento, y por un periodo de 20 años, el 7% de los recursos a la Asignación Paz. En 2019 se publicó el Decreto 1426 de 2019, el cual estableció que los recursos de la fuente Asignación para la Paz solo debían ir dirigidos a los municipios PDET, junto con la Resolución 597/2019 de la ART, la cual establece que uno de los requisitos que deben cumplir los proyectos que se sometan a consideración del OCAD Paz ¿ Asignación Paz es estar ubicados en municipios PDET. Este documento analiza si hubo un cambio en las características de los municipios beneficiarios de la fuente Asignación Paz, del Sistema General de Regalías (SGR), antes y después de la expedición del Decreto 1426 de 2019 y la Resolución 597/2019 de la Agencia de Renovación del Territorio (ART).
