dc.description.abstractThe article aims to analyze the implementation process of the program of Medellín’s Municipality Escuela Entorno Protector under the bottom up approach, for this purpose, firstly, there is a general contextualization of the Program, afterwards, there is a theoretical framework in which the main topics to be considered are presented: implementation, street level burocracies and bottom up theory, finally, the text presents the findings acquired from a qualitative analysis of the main theories matched with the information gotten as a result from the interviews to seven relevant actors that work for the program.
