Resumen
This study presents an analysis of the state of public education and ICT policy in Colombia -- It also presents the existing challenges for the formulation of ICT education policies, making a differentiation between actions leading to the provision of information technologies and Communications in the education sector and ICT or digital education -- The first action, endowment, has sought to cover technological debt in the educational field and the second, digital education, seeks to transform the ways of learning in educational institutions -- The findings presented here are the result of a tour of the normative corpus existing in the country, by the trends described by the multilateral agencies in the subject and by the perception of municipal and departmental education secretaries as well as officials of the Ministries of Education and of ICT
