dc.description.abstractThe irruption in the international scene of new actors capable of influencing decisions already adopted, has forced international agencies to change forrner traditional negotiation rnethods exclusively reserved to States.The classical international diplornacy behind closed doors has ceased being a rnyth for the civil society, which little by little has won a special place at the different forurns worldwide. Among these new actors, the NonGovernrnent Organizations (NGOs) stand out like direct representatives ofthe civil society in their clairns, thus covering all those areas where the State has not been capable of providing irnrnediate answers.The need to respond to this new international dynamics to allow the invigoration of the organized civil society's involvernent within the international agencies, has forced the introduction of specific lineaments for its participation in thern, thus enriching the negotiation processes and giving rise to the coining of a new foreign policy concept: the socalled citizen diplornacy.This essay is intended to examine the influence gained by the NGOs in the national and international sphere, by analyzing their evolution and how they actually work, for a subsequent suggestion of outlines designed to transparently reveal and legitirnize their actions.
dc.description.abstractLa irrupción de nuevos actores en el escenario internacional, capaces de influir las decisiones adoptadas. ha obligado a organismos internacionales a modificar las formas de negociación, tradicionalmente reservadas exclusivamente a los Estados.La tradicional diplomacia internacional de puertas cerradas ha dejado de ser un mito para la sociedad civil, quien poco a poco ha ido ganándose un lugar especial dentro de los diferentes foros internacionales. Entre estos nuevos actores, las Organizaciones No Gubernamentales (ONG) se erigen como representantes directos de los principales reclamos de la sociedad. cubriendo aquellas áreas en donde el Estado no ha tenido la capacidad de dar respuesta inmediata.La necesidad de responder a la nueva dinámica internacional, que permitiera fortalecer la participación de la sociedad civil organizada, al interior de los organismos internacionales, obligó a emitir lineamientos específicos pera su participación. enriqueciendo así los procesos de negociación, lo cual ha dado pie a que se acuñe un nuevo concepto en materia de política exterior: la diplomacia ciudadana.En este ensayo se pretende analizar la influencia que han adquirido las ONG en el ámbito nacional e internacional. haciendo un análisis de su evolución y su funcionamiento, para posteriormente proponer algunos lineamientos que permitan transparentar y legitimar su accionar.
