dc.description.abstractAccording to Pan Trinbago, the representative body of steelbandsmen in Trinidad and Tobago, Panorama is off. However, Panorama is on, according to the Carnival Development Committee, the government appointed body with the responsibility of organising Carnival. This comes after an unfruitful meeting between Dr. Cuthbert Joseph, Minister of Education and Culture and Pan Trinbago's vice-president, Arnim Smith on the issue of appearance fees for the steelbands.
