The issue of exchange rates in the history of gatt

Resumen
There is a presumption in the international society that the issue of exchange rates is a matter exclusive to the IMF and it should not be included in the Multilateral Trading System. The following study will present that, despite the competence of the Fund on the subject, the GATT already dealt with the impacts that exchange rates might have on the trading system. The possible impacts that exchange rates could have on the Multilateral Trading System were perceived already in the beginning of negotiations of the Havana Charter, where the guidelines for the negotiations of tariffs were decided.
