The publication by the People's Republic of China in November 2016 of a new White Paper on its policy towards Latin America and the Caribbean allows the development of a comparative analysis that shows the evolution of this policy between the years 2008, the date of publication of its first Book White in this regard, and 2016. This comparative analysis is complemented by the current academic vision and other policy actions developed by China in complementary fields.
