| dc.description | La presente investigación analiza la viabilidad de crear un Centro de Capacitación y Certificación para operarios y técnicos del sector Construcción en la Provincia de San Martín, en el marco de las regulaciones establecidas por el Estado para este tipo de centros de formación laboral.
Para cumplir con los objetivos propuestos, esta tesis se estructuró en 5 capítulos que se sintetizan de la siguiente forma:
En el primer capítulo, se define el problema y los objetivos de la investigación, los alcances y limitaciones e hipótesis, los cuales permitieron conocer la necesidad de generar oportunidades de capacitación y certificación en los niveles I y II de Formación Técnico Profesional del sector Construcción.
En el segundo capítulo se explica el marco referencial de la investigación. Contiene las definiciones para un contexto en el que la Capacitación, Certificación y Acreditación, se apoye como una nueva estrategia de educación para la Formación Técnico Productiva en el sector Construcción. Estudia el Sistema Educativo Peruano, la Oferta Nacional de Capacitación, las Modalidades Formativas Laborales, los Organismos y Actores implicados en dichos procesos y se realiza una investigación de la Capacitación y Formación por Competencia Laboral en el mundo, profundizando el estudio del país vecino de Chile.
En el tercer capítulo, permite conocer el Estudio de Mercado de la oferta de formación laboral Técnico Productivo de la Provincia de San Martín, así como la demanda de formación laboral, para lo cual se ha realizado una encuesta a una determinada muestra de obreros representativo de toda la mano de obra del nivel Operativo del sector Construcción (351), obteniendo como resultado la selección de los perfiles ocupacionales de la demanda insatisfecha para el Centro de Capacitación regulados por el ente rector que es el MTPE, los cuales son: Albañilería de Edificaciones, Instalaciones Sanitarias en Edificaciones e Instalaciones Eléctricas de Edificaciones.
El cuarto capítulo se desarrolla la Propuesta de Centro de Formación, considerando primero, el Análisis del sitio para la ubicación del terreno, localizándose el proyecto en el Distrito de La Banda de Shilcayo, en una zona de expansión urbana; segundo, desarrolla el componente Académico en lo que respecta al plan formativo por módulos y/o competencias de los perfiles ocupacionales seleccionados de la demanda, realiza el estudio de la capacidad del centro y los servicios de certificación; tercero, desarrolla el componente Infraestructura considerando requerimientos mínimos para el desarrollo de los perfiles ocupacionales, se presenta los diseños arquitectónicos a nivel de anteproyecto, considerando premisas proyectuales, criterios de modulación, sistema constructivo y materiales, se presenta el Análisis programático y cuadro de áreas techadas; cuarto, se presenta el componente Equipamiento, considerando requerimientos de mobiliario y equipamiento mínimo para ejercer como Centro de Certificación por el MTPE, para el desarrollo de los perfiles ocupacionales; quinto, desarrolla el componente de Recursos Humanos, considerando el requerimiento de personal, sus funciones y requisitos generales y específicos del personal docente de los perfiles ocupacionales; y sexto, de desarrolla el componente Económico, el cual se limita a la Estimación de Presupuestos de los Componentes Infraestructura y Equipamiento, que arrojan un estimado de inversión de $ 631,988.05 y $ 52,375.46 Dólares americanos respectivamente; no se desarrolla el Análisis Financiero, correspondiendo la materia a otro estudio de investigación.
Y por último en el quinto capítulo se desarrolla el Plan de Acreditación del centro de formación, el cual toma el documento técnico normativo denominado: Modelo de Acreditación para Programas de Estudios de los Institutos y Escuelas de Educación Superior (IEES) del SINEACE. | |
| dc.description | The present investigation analyzes the feasibility of creating a Training and Certification Center for operators and technicians of the construction sector in the Province of San Martín, within the framework of the regulations established by the State for this type of work training centers.
In order to fulfill the proposed objectives, this thesis was structured in 5 chapters that are synthesized as follows:
In the first chapter, the problem and the objectives of the research, the scope and limitations and hypotheses are defined, which allowed to know the need to generate training and certification opportunities in levels I and II of Professional Technical Training of the Construction sector.
In the second chapter the referential frame of the investigation is explained. It contains the definitions for a context in which Training, Certification and Accreditation, is supported as a new education strategy for Technical Productive Training in the Construction sector. It studies the Peruvian Educational System, the National Training Offer, the Labor Training Modalities, the Organisms and Actors involved in these processes and an investigation of the Training and Training for Labor Competence in the world, deepening the study of the neighboring country of Chile.
In the third chapter, it allows to know the Market Study of the supply of labor training in the Province of San Martin, as well as the demand for labor training, for which a survey has been carried out to a certain sample of workers representative of all the workforce of the Operative level of the Construction sector (351), obtaining as a result the selection of the occupational profiles of the unmet demand for the Training Center regulated by the governing body that is the MTPE, which are: Building Masonry , Sanitary Installations in Buildings and Electrical Installations of Buildings.
The fourth chapter develops the Training Center Proposal, considering first, the Analysis of the site for the location of the land, locating the project in the District of La Banda de Shilcayo, in an area of urban expansion; second, it develops the Academic component with regard to the training plan by modules and / or competences of the selected occupational profiles of the demand, it carries out the study of the center's capacity and the certification services; third, develops the infrastructure component considering minimum requirements for the development of occupational profiles, presents the architectural designs at the preliminary level, considering project premises, modulation criteria, construction system and materials, the programmatic analysis and table of roofed areas is presented; fourth, the Equipment component is presented, considering minimum furniture and equipment requirements to be used as a Certification Center by the MTPE, for the development of occupational profiles; fifth, develops the component of Human Resources, considering the personnel requirement, its functions and general and specific requirements of the teaching staff of the occupational profiles; and sixth, the Economic component is developed, which is limited to the Budgeting Estimate of the Infrastructure and Equipment Components, which yield an investment estimate of $631,988.05 and $52,375.46 US Dollars, respectively; the Financial Analysis is not developed, the subject corresponding to another research study.
And finally in the fifth chapter the Accreditation Plan of the training center is developed, which takes the normative technical document called: Model of Accreditation for Programs of Studies of the Institutes and Schools of Higher Education (IEES) of SINEACE. | |
