En Venezuela, la prestación de los servicios de agua potable y recolección de aguas servidas siempre ha sido una competencia que, conforme a los textos constitucionales, le pertenece a los Municipios; sin embargo, por diversas razones el Poder Ejecutivo Nacional se encarga de su prestación.
