dc.description.abstract | Las políticas de seguridad desarrolladas por el Estado peruano durante los años 80 han sido causantes de innumerables muertes, desapariciones y violaciones de derechos humanos. En la actualidad, con remanentes subversivos y una zona infestada por el narcotráfico (el VRAEM), la atención a las políticas y estrategias desarrolladas por el Estado para afrontar esta problemática es crucial. En tal sentido, este artículo reseña las principales decisiones del gobierno peruano desde el año 2000 hasta la actualidad, en materia de políticas de seguridad para la zona en conflicto denominada VRAEM desentrañado las estrategias utilizadas para afrontar a Sendero Luminoso y cómo estas han violado, reiteradamente, los derechos fundamentales de las poblaciones aledañas a la zona en conflicto | |
dc.description.abstract | The suspension of the bombing to Syria illustrated the opposition that imperialist aggression faced. Nevertheless, the United States keeps the purpose of destroying an adversary government, preventing a resurgent Russia and stopping Iran's nuclear development. What happened in Libya cannot be repeated in a country which concentrates complex geopolitical disputes. Saudi Arabia and Qatar hold another reactionary axis, while Israel strengthens the dispossession of the Palestinians. Jihadists play an analogous role to fascism. The Syrian democratic uprising has turned into a bleeding manipulated by rival powers. This involution tends to repeat what happened in Iraq or Algeria. The imperial, confessional and state- military destructions allow the U.S. to remodel their strategy. In spite of that, spring regains vitality in Egypt, Turkey and Tunisia. There exist similarities with Latin America in the effects of Neoliberalism, dictatorships and foreign domination. But the confessional predominance and the decline of radical nationalism and the left-wing show very different political experiences and historical conditions. The war in Syria lacks of progressive horizons and the campaigns for “Peace with justice” add an exit. Both ways are wrong: “rebels” support and the regime. There aren´t only two sides in dispute. Spring has become a wild Autumn fall and it may end up in an imperial winter. But also some democratic Summer perspective could emerge | |
