Le choix difficile de la neutralité dans un monde en guerre: Argentine, 1914-1918

Abstract

Cet article propose d’étudier ce qui a déterminé l’Argentine à choisir la neutralité dans la Grande Guerre, malgré ses liens étroits (sociaux, démographiques et culturels) avec les belligérants, et malgré l’attitude d’autres pays d’Amérique qui avaient décidé de rompre leurs relations avec l’Allemagne, ou bien de s’engager dans la guerre. L’impact du conflit en Argentine ébranla l’image du rôle civilisateur de l’Europe, jusque-là modèle de son développement et de la sorte difficile à remettre en cause. Toutefois la neutralité choisie par le gouvernement (en écho à la neutralité espagnole) pour se préserver du conflit, ne parvint à pas à épargner la société argentine des tensions et des effets de la guerre, qui influèrent par la suite sur l’évolution du pays.

This paper examines the problems, limits and context that influenced Argentine’s neutral position during World War I. It is interesting to note that despite the close social, affective, demographic and cultural links between Argentine and the belligerents, and the war attitude of many American countries, neutrality was been sustained by Argentinean governments. The impact of the conflict has been considerable, challenging the solid image of Europe as a beacon of civilization. Thus, Argentina being a country strongly built up on that model, it was truly difficult to deal with that. In this respect Argentine neutrality, in some sense, mirrored Spanish neutrality, even if causes were very different in each case. Neutrality was, for both governments, a useful answer to avoid problems and tensions, but the war would anyway had a strong impact on Argentine society. In the future, thinks would change a lot, in part because of the impact of the War.
