Propuesta de plan de seguridad y salud ocupacional en minera P'Huyu Yuraq II E.I.R.L., para optimizar indicadores de accidentes y enfermedades ocupacionales, mayo 2015

Abstract

La presente tesis tiene como objetivo general la elaboración de Plan de Seguridad y Salud Ocupacional para Optimizar Indicadores de Accidentes y Enfermedades Ocupacionales en Minera P´huyu Yuraq II E.I.R.L. ubicada en el Distrito de Magdalena Cajamarca. Minera P´huyu Yuraq II E.I.R.L. se dedica a la “explotación y comercialización de recursos mineros” como oxido de calcio CaO (Cal Viva), por lo que presenta en sus actividades, peligros y riesgos a sus trabajadores, al momento de extraer, transportar y procesar la roca caliza. La seguridad y salud ocupacional, son factores importantes, pues no sólo se reduce la pérdida de vidas humanas sino que también reduce las enfermedades ocupacionales así como costos que éstos implican. Para elaborar el Plan de Seguridad y Salud Ocupacional se realizara a partir de un diagnóstico situacional del área de Operaciones de la Concesión Minera Ítalo, propiedad de Minera P´huyu Yuraq II E.I.R.L.; para esto se iniciara con un entrevista general a los trabajadores respecto a conocimientos de seguridad y salud en el trabajo, se analizara de manera muy puntual, los antecedentes laborales y riesgos de trabajo existentes, se elaboraron cuadros estadísticos sobre accidentes pasados y su tendencia hacia el futuro. Se utiliza la herramienta de gestión IPERC para identificar peligros, evaluar los riesgos y de ser el caso aplicar controles respectivos. El Plan de Seguridad y Salud Ocupacional debe ser adaptable en su aplicación y debe permitir una disminución en los accidentes de trabajo, creando así un eficiente rendimiento en el área de trabajo y fomentando la cultura de seguridad. Esta cultura se llevará a cabo proporcionando capacitación continua al personal, dando a conocer la importancia que tiene el cumplimiento de las leyes y normas de trabajo, tales como: Ley Nº 29783 “Ley Seguridad y Salud en el Trabajo” y su reglamento aprobado mediante Decreto Supremo 005-2012-TR., y su modificatoria mediante Decreto Supremo N° 006- 2014-TR. Decreto Supremo 055-2010-EM. “Reglamento de Seguridad y Salud Ocupacional y otras medidas complementarias en minería”.

The current thesis takes as a general aim the development of a Plan of Security and Occupational Health to optimize Indicators of Accidents and Occupational Diseases in P'huyu Yuraq II Miner E.I.R.L located in Magdalena District of Cajamarca. P'huyu Yuraq II Miner E.I.R.L. is dedicated to the " exploitation and commercialization of mining resources " as oxide of calcium CaO (Quicklime), for this reason it presents in its activities, dangers and risks for its workers when it is extracted, transported and processed the limy rock. The safety and occupational health are important factors, since not only the loss of human lives diminishes but also it reduces the occupational diseases as well as costs that these imply. To elaborate the Plan of Security and Occupational Health is going to realize from a situational diagnosis of the area of Operations of the Ítalo Mining Concession, property of P'huyu Yuraq II Miner E.I.R.L.; in order to this, it is going to begin with a general interview to the workers with regard to knowledge of safety and health in the work, it is going to be analyzed in a very punctual way, the labor precedents and existing risks of work, statistical charts about past accidents and its trend towards the future. The management tool IPERC is in use for identifying dangers, evaluating the risks and of being the case, to apply respective controls. The Plan of Security and Occupational Health must be adaptable in its application and must allow a decrease in the work accidents, creating this way an efficient performance in the area of work and promoting the safety culture. This culture will be carried out providing constant training to the personnel, announcing the importance that has the fulfillment of the laws and procedure of work, such as: Law N º 29783 “Law Security and Health in the Work “and its regulation approved by means of Supreme Decree 005-2012-TR., and its amendment through Supreme Decree N ° 006-2014-TR.
