El procedimiento para la selección de la muestra es el denominado tómbola, pues del total de 2,800 profesores, se decidió hacer el estudio en el 20%, equivalente a 560 docentes, luego se procedió a seleccionar los elementos muéstrales en cada Institución Educativa de las provincias de Ascope, Bolívar, Gran Chimú, Julcán, Pacasmayo, Sánchez Carrión y Trujillo, hasta alcanzar el porcentaje ya mencionado. Asimismo, el método analítico - sintético sirvió para interpretar los resultados y obtener las conclusiones; se pudo encontrar que los docentes de educación secundaria de la Región de Educación de La Libertad carecen de capacitación respecto a la ley del silencio administrativo y muy pocos hacen uso de esta figura jurídica en las Unidades de Gestión Educativa Local y en el Organismo Central de la Región de Educación de La Libertad. Se arriba, luego de procesar los resultados del trabajo, a demostrar que la figura jurídica del silencio administrativo es ineficaz para los profesores del ámbito regional estudiado, debido a la falta de información, a la distancia de los órganos de la administración y a la lentitud en la atención de los procedimientos.
