| dc.description | A presente dissertação objetiva examinar os mecanismos atuantes sobre a corrupção nos
municípios brasileiros, considerando os incentivos da dimensão política, representados pela
competição eleitoral e pela reeleição, e os incentivos da dimensão burocrática, analisados
pelas variáveis recrutamento meritocrático e salários relativos no setor público. Para tanto,
mensura corrupção por meio de dois índices elaborados com dados dos relatórios da
Controladoria Geral da União (CGU) sobre as irregularidades detectadas nos municípios
fiscalizados, para o ano de 2004. O método adotado é o modelo de regressão binomial
negativo, considerado mais adequado para dados de contagem com sobredispersão. Por fim,
realiza interações entre as quatro variáveis independentes já citadas, para verificar a conexão
entre os incentivos políticos e burocráticos. Os resultados obtidos pela análise indicam que
desenvolvimento, modernização, alinhamento com o presidente e fracionalização do
legislativo diminuem corrupção, enquanto má administração pública exerce um efeito
positivo. Também se verifica relação negativa entre competição eleitoral e corrupção; e
positiva entre salários relativos e corrupção, não sendo possível confirmar a direção das
relações de recrutamento meritocrático e do efeito reeleição com a corrupção. Por fim, os
resultados obtidos nas interações permitem inferir que há mudança no efeito dos parâmetros
políticos sobre a corrupção, quando estão condicionados aos determinantes da dimensão
burocrática. Assim, o efeito da conexão burocrática sobre a corrupção é consolidado,
corroborando que os mecanismos políticos atuantes sobre a corrupção recebem influência dos
incentivos burocráticos. | |

| dc.description | This dissertation aims to examine the mechanisms of corruption in Brazilian municipalities
considering the incentives of the political dimension, represented by the electoral competition
and by the re-election effect, and the incentives of the bureaucratic dimension, analyzed by
the variables meritocratic recruitment and by the relative wages in the public sector. To do so,
was measured the corruption through two indexes developed with data from the reports of
Controladoria Geral da União (CGU), from the year of 2004. The method used is the negative
binomial regression model, considered more suitable for counting over dispersed data.
Finally, were used interactions between the four independent variables already mentioned, to
check the connection between the political and bureaucratic incentives. The results obtained
by the analysis indicate that development, modernization, alignment with the president and
the legislative fractionalization reduce corruption, while poor public administration has a
positive effect. Also there is negative relationship between electoral competition and
corruption; and positive correlation between relative wages and corruption; also it is not
possible to confirm the direction of meritocratic recruitment relationships and reelection effect
with corruption. Finally, the results obtained in interactions allow inferring that there is a
change in the effect of political parameters on corruption when they are conditioned to the
determinants of the bureaucratic dimension. Thus, the effect of bureaucratic connection on
corruption is consolidated, confirming that the political mechanisms on corruption are
influenced by bureaucratic incentives. | |
