Intergovernmental Articulation And Cooperation: Classification, Characteristics And Formats Existing In The Light Of The Brazilian Experience

The intergovernmental cooperation and articulation has been presented as alternatives to strengthen the governmental capacities, including in Brazil, from the late 90's. Nevertheless, the literature does not yet have a conceptual and theoretical apparatus explain the main forms of existing cooperation, their characteristics and explanatory variables. Thus, from literature research of qualitative and exploratory nature, the article examines how these instruments have been developed in Brazil. It was noted that intergovernmental cooperation, disseminated from more voluntary forms, has brought also from vertical and induced models, including the participation of non-governmental actors, suggesting the advancement of territorial governance, although many initiatives are in experimentation and learning phase. 14 37 62
