Orientador: Ricardo Abid CastilloDissertação (mestrado) - Universidade Estadual de Campinas, Instituto de GeociênciasResumo: O objetivo central do presente trabalho é identificar e compreender os fatores geográficos (naturais, geoeconômicos e político-normativo-institucionais) de competitividade regional do setor sucroenergético presentes na mesorregião Triângulo Mineiro/Alto Paranaíba, uma das principais Regiões Produtivas do Agronegócio Canavieiro do país. O estudo permite analisar a dinâmica de expansão do setor sucroenergético na região e avaliar as principais implicações socioambientais deste processo, propondo como exemplo o município de Uberaba/MG. Nos últimos anos o Brasil vivenciou um grande crescimento do setor sucroenergético, balizado pelas recentes mudanças da conjuntura do agronegócio sob o paradigma da agricultura científica globalizada. Eventos de ordem técnica e político-econômica provocaram uma nova organização do setor, pautada na internacionalização e oligopolização do mercado e na difusão de inovações científico-tecnológicas, evidenciando um uso mais corporativo do território e a busca de novas áreas estratégicas. A pesquisa bibliográfica, documental-estatística e trabalhos de campo permitiram concluir que a recente expansão do setor sucroenergético na área de estudo muito decorre, em grande parte, da existência de condições produtivas e logísticas que conferem maior competitividade aos agentes, principalmente na porção regional a qual denominamos de Região Competitiva Agroindustrial do Setor Sucroenergético (RCASS) de Uberaba-Frutal. Por outro lado, a ocupação agressiva e descompromissada do agronegócio canavieiro e a exacerbação da especialização regional produtiva tem gerado diversas implicações socioambientais em Uberaba, levando a um quadro de vulnerabilidade territorial que se estende de forma mais intensa nos municípios vizinhos de menor dinamismo econômicoAbstract: The main objective of this paper is to identify and understand the geographic (natural, geo-economic and politic-normative-institutional) of regional competitiveness factors of sugarcane industry present in the mesoregion Triângulo Mineiro/Alto Paranaíba, one of the main Productive Regions of Sugarcane Agribusiness in Brazil. The study allows us to analyze the dynamics of expansion of the sugarcane industry in the region and to evaluate the main social and environmental implications of this process, proposing as an example the municipality of Uberaba in the state of Minas Gerais. In the last few years, Brazil experienced a great growth in the sugarcane industry, based on the recent changes in the agribusiness situation under the globalized scientific agriculture paradigm. Technical and political-economic events induced a new organization of the sector, based on the internationalization and oligopolization of the market and the diffusion of scientific and technological innovations, evidencing in greater corporative use of the territory and the search for new strategic areas. The bibliographical, documental-statistical and field research have allowed us to conclude that the recent expansion of the sugarcane industry in the study area is due to the existence of productive and logistic conditions that give the agents greater competitiveness, especially in the regional portion, which we call the Competitive Region Agroindustrial of the Sugarcane Industry of Uberaba-Frutal.
