Orientador: Evaldo PiolliDissertação (mestrado) - Universidade Estadual de Campinas, Faculdade de EducaçãoResumo: O presente trabalho analisa as políticas educacionais gestadas e aplicadas no período de 2007-2010 no Estado de São Paulo, durante o Governo de José Serra do PSDB, com o objetivo de compreender seus efeitos no trabalho docente. A partir do marco regulatório proposto no período, realizamos um levantamento documental e de dados coletados principalmente junto à Secretaria de Estado da Educação e ao DIEESE, mais especificamente da sua Sub-seção na APEOESP (Sindicato dos profissionais do ensino oficial do Estado de São Paulo). Procuramos compreender se, e como, tais medidas implicaram na precarização do trabalho e no agravamento das condições de trabalho docentes. Para consecução desses objetivos, analisamos as normas que foram implementadas nesse período, tais como Leis, Decretos, Resoluções, Portarias, Comunicados e Mensagens. No texto, dividido em três partes, apresentamos primeiramente uma análise das mudanças econômicas e sociais no capitalismo e o surgimento do neoliberalismo e de como esse processo impactou na reconfiguração do trabalho e especificamente no trabalho docente. Em seguida, realizamos um breve resgate histórico do "ajuste" neoliberal no Brasil e o surgimento da gestão gerencial no Estado de São Paulo. Por fim, apresentamos uma análise da legislação aplicada no período e sua relação com o receituário neoliberal de "ajuste" neoliberal e de Nova Gestão Pública. Como resultados apuramos que as políticas gestadas e implementadas no governo de José Serra significaram um aprofundamento da precarização do trabalho docente, por meio da flexibilização do trabalho, meritocracia, tecnocracia, instabilidade no emprego, contratos precários e disseminação do ideário neoliberal na EducaçãoAbstract: The present work analyzes the educational policies developed and applied during the period 2007-2010 in the State of São Paulo during the Government of José Serra (PSDB), in order to understand its effects on the teaching work. Based on the regulatory framework proposed in the period, we conducted a documentary survey and data collected mainly from the State Department of Education and DIEESE, specifically from its subsection of APEOESP (Union of professionals of the official education of the State of São Paulo ). We try to understand if, and how, such measures implied the precariousness of work and the worsening of working conditions of teachers. In order to achieve these objectives, we analyze the norms that were implemented in this period, such as Laws, Decrees, Resolutions, Ordinances, Communications and Messages. The present text is divided in the three parts. The first part we present an analysis of the economic and social changes in capitalism and the emergence of neoliberalism and how this process impacted on the reconfiguration of work and specifically on teaching work. Following, we make a brief historical review of the neoliberal "adjustment" in Brazil and the emergence of management in the State of São Paulo. Finally, we present an analysis of the legislation applied in the period and its relation with the neoliberal recipe of neoliberal "adjustment" and New Public Management.
