Orientador: Claudete de Castro Silva VitteTese (doutorado) - Universidade Estadual de Campinas, Instituto de GeociênciasResumo: O objetivo da pesquisa é analisar o papel do BNDES como agente da política externa do governo Lula da Silva e sua interface na retomada do projeto do país à condição de potência regional. A escolha desta instituição deve-se a sua importância como agente vanguardista nos projetos de desenvolvimento vivenciados pelo país desde a segunda metade do século XX. A trajetória do BNDES esteve condicionada às políticas governamentais das mais diversas orientações ideológicas e ao humor do cenário internacional. No início da década de 2000, a matriz neoliberal predominante na América do Sul entrou em crise. Esse cenário de deterioração dos índices econômicos e sociais promoveu a ascensão de governos de cunho nacionalista e identificado pelo espectro ideológico de "esquerda". Assim, ao chegar à presidência do Brasil, Luís Inácio Lula da Silva adotou uma política externa mais ativa por meio da afirmação das relações "Sul-Sul". O discurso oficial elegeu a integração sul-americana como prioridade na agenda brasileira e transformou o BNDES no indutor do financiamento de grandes projetos de integração física e de infraestrutura, no interior da IIRSA. O ato de elevar a dotação orçamentária do BNDES com objetivo de fomentar a atuação das grandes empresas brasileiras no mercado regional tem ignorado e desestruturado os territórios dos diferentes grupos sociais situados em escalas locais. As tensões produzidas atualmente na América do Sul trouxeram à cena novos sujeitos políticos que vêm redefinindo estratégias de luta pela terra, pela água e pelos recursos naturais nas escalas local-regional-globalAbstract: This research aims to analyse the role of BNDES as the agent of Lula da Silva¿s government external politics, and its interface in the resumption of the country¿s Project to return to the condition of regional power . This institution was chosen due to its importance as an avant-garde agent in the development projects experienced by the country since the second half of the twentieth century. The BNDES trajectory has been submitted to the governmental politics derived from the most varied ideological orientations and to the humor of the international scenario. At the beginning of the 2000 decade, the prevailing neoliberal matrix in South America experienced a crisis. This deterioration scenario of the economical and social indices promoted the ascention of governments with a national nature and identified as by its" left hand-sided "traits. Thus, When Luís Inácio Lula da Silva became the President of Brasil, he adopted an external politics more active, by reassuring the relations "South to South". The official speech elected the south american integration as a priority in the Brazilian agenda and it also turned the BNDES in the financing inductor of huge physical integration and infrastructure projects inside IIRSA. The act of raising the budget allocation in order to foster the performance of big brazilian companies in the regional market has ignored and unstructured the territories of different social groups situated in local scales.
