The article analyses the formulation process of governmental reform projects for the Social Security in Argentina, Uruguay and Brazil in the 1990'. The economic situation and the social security system, as well as the characteristics of the Executive branch of each country are described. The aim is to inquire, in face of the constrains posed by the mentioned conditions, about the possibility of establishing a sort of connection between the nature of these projects -either incremental, mixed or radical- and the power sharing among the various state actors. 42 165 45 62
