dc.descriptionWhat would be the performance of the United States of America in the Organization of American States (OAS) in the accused position by human rights violations? The inquiry was starting point of the empirical research, presented in the article, about the accusations against the United States of America to the Inter-American Commission of Human Rights IACHR/OAS. The complaints were analyzed from the perspective of institutions and collective mobilization, thus emphasizing the character, regulatory and strategic at the same time, dynamic and relational, of human rights. Although the IACHR does not exert binding effect on national authorities, tensions in domestic politics has been generated by positive answers to the growing activism of citizens in submission of complaints, since the 1990s, in challenging the behavior of U.S. governmental institutions
dc.descriptionQual seria a performance dos Estados Unidos da América na Organização dos Estados Americanos (OEA) na posição de acusado por violações de direitos humanos? A indagação foi ponto de partida da pesquisa empírica, apresentada no artigo, sobre as acusações contra os Estados Unidos na Comissão Interamericana de Direitos Humanos (CIDH/OEA). As denúncias foram analisadas da perspectiva das instituições e da mobilização coletiva, enfatizando, assim, o caráter ao mesmo tempo normativo e estratégico, dinâmico e relacional dos direitos humanos. Embora a CIDH não exerça efeito obrigatório sobre as autoridades nacionais, tensões na política doméstica têm sido geradas pelas respostas positivas da Comissão ao crescente ativismo de cidadãos na apresentação de denúncias, desde os anos 1990, em franco desafio ao comportamento das instituições governamentais norte-americanas.
