El presente trabajo de investigación surge de la necesidad de re-pensar las iniciativas de conservación y gestión del patrimonio cultural edificado del Centro Histórico de Cuenca, aportando instrumentos de vinculación entre el ciudadano y su patrimonio cultural edificado, a través de la difusión del mismo. Para lograr aquello se realizó un análisis de casos de diferentes latitudes, así como un diagnóstico de lo que sucede actualmente en cuanto al tema de investigación para posteriormente generar estrategias de difusión del territorio en cuestión y aplicar una acción identificada. La metodología utilizada se enmarca en la investigación, acción-participativa en distintas fases y a través de distintas técnicas de orden cualitativo (grupos focales y entrevistas) cuantitativo (encuestas). Luego de esto se manejan técnicas de tipo dialéctico para sintetizar el diagnóstico (árbol de problemas y matriz FODA). Las estrategias se obtienen a partir del diagnóstico enmarcado en mecanismos de participación ciudadana y alineado al marco legal e instrumentos de planificación actuales. Se obtuvo una estrategia integral y tres específicas (cultural y educativa, tecnológica, institucional y convencional) que dan paso a nueve proyectos. El proceso investigativo evidencia una clara deuda del Estado con el sector de la cultura y el patrimonio, además es indudable el desconocimiento, la falta de participación e involucramiento ciudadano y la necesidad de segmentar la difusión patrimonial, así como de construir indicadores culturales de evaluación en los procesos de gestión patrimonial.This research arises from the need to rethink conservation initiatives and management of the built cultural heritage of the historic center of Cuenca, providing tools link between citizens and their built cultural heritage through the dissemination. To achieve that an analysis of cases of different latitudes, as well as a diagnosis of what is currently happening took place on the subject of research to generate further dissemination strategies of the territory in question and apply an identified action. The methodology used is part of the research, participatory action at different stages and through different techniques of qualitative (focus groups and interviews) quantitative (surveys). After this techniques dialectical type are managed to synthesize the diagnosis (problem tree and SWOT matrix). Strategies are obtained from framed in citizen participation mechanisms and legal framework aligned to current planning instruments and diagnosis. A comprehensive strategy was obtained and three specific (cultural and educational, technological, institutional and conventional) that lead to nine projects. The investigative process demonstrates a clear state debt to the sector of culture and heritage and undoubtedly ignorance, lack of participation and citizen involvement and the need to segment the equity dissemination and build cultural indicators evaluation asset management processes.Magíster en Conservación y Gestión del Patrimonio Cultural EdificadoCuenca
