| dc.description | La presente investigación propone: estructurar la Unidad Técnica Municipal de Turismo para el cantón El Carmen, provincia de Manabí; donde se definió la estructura orgánica funcional de la UTMT para después establecer un modelo de gestión con programas y proyectos con su respectiva Planificación Operativa Anual, se finaliza con la formulación de un modelo de ordenanza para que se lleve a cabo la implementación de esta Unidad en el Gobierno Municipal de El Carmen. El primer objetivo específico se desarrolló mediante la revisión y análisis del marco legal respectivo de la actividad turística, especialmente del COOTAD (Código orgánico de organización territorial, autonomía y Descentralización), donde se encuentra el procedimiento legal para la descentralización del turismo para el caso de los GAD’s; luego de aquello se definió un modelo administrativo para la Unidad. Posteriormente se diseñaron programas y proyectos basándose en objetivos propuestos para la Unidad Técnica en la estructura orgánica funcional de esta investigación y en el acuerdo ministerial No.20060085 para la transferencia de competencias turísticas; además se procedió a la elaboración del POA para los primeros cuatro años de funcionamiento. Luego la elaboración de una ordenanza tipo para la implementación de la Unidad, que se realizó considerando la última resolución del CNC (Consejo Nacional de Competencias) que define facultades y competencias de los GAD’s en materia turística. Se concluye la investigación con la propuesta para que las autoridades del GADMEC, asuman las responsabilidades que la Ley les otorga en materia turística para con ello beneficiar a la población con la actividad turística como herramienta, considerando como punto de partida la aprobación de la ordenanza propuesta.

| dc.description | This research proposes: To organize the Municipal Technical Unit of Tourism for the El Carmen canton, Manabí province; for the functional organizational structure of the UTMT was defined to establish a management model with programs and projects with its respective Annual Operational Planning, it is ended with the formulation of a model ordinance to be carried out the implementation of this unit in the Municipal Government of El Carmen. The first specific object was developed through the review and analysis of the respective legal framework of the tourist activity, especially Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD), where the legal procedure is found for the decentralization of tourism for the case of the Decentralized Autonomous Governments (GAD’s); after doing that an administrative model for the Unity was defined. Later, programs and projects were designed, based on proposed objectives for the Technical Unit in the functional organizational structure of this research and the ministerial agreement No. 20060085 for the transfer of tourism skills; also it proceeded to the preparation of POA for the first four years of operation. Then, the development of an ordinance kind for the implementation of the Unit, that was performed considering the last resolution of the National Council of Competences (CNC) that defines powers and competences of GAD’s in tourism matter. The research paper concludes with the proposal of authorities GADMEC assume the responsibilities that he law gives them in tourism matter to benefit the population with the tourist activity as a tool, taking as its starting point the approval of the proposed ordinance.
