Brazilian Regulatory Interventions, Volatility and Contagion: A VIRF analysis.

This paper examines how regulatory interventions can affect the market risk of electricity utilities and telecom carriers traded in the Brazilian stock market (BOVESPA). Our article uses a bivariate Generalized AutoRegressive Conditional Heteroskedasticity (GARCH - BEKK) model to analyze the impact of two relevant and surprising measures taken by the correspondent Brazilian regulatory authorities in 2012 (one in each sector) on both markets’ volatilities and covariance. We also adopt the volatility impulse response function (VIRF) developed by Hafner & Herwartz (2006) to estimate their persistence. On the one hand, the results indicate that the effects of the telecommunications’ regulatory intervention are negligible but, on the other hand, the impact of the electricity's regulatory measure is significant, long-lasting and contagious. Este artigo examina como intervenções regulatórias podem afetar o risco de mercado de empresas de eletricidade e de telecomunicações negociadas na BM&FBOVESPA. O artigo utiliza um modelo GARCH (Generalized AutoRegressive Conditional Heteroskedasticity) bivariado para analisar o impacto de duas intervenções regulatórias em 2012: a primeira tomada pela Agência Nacional de Telecomunicações (ANATEL); a segunda, pela Agência Nacional de Energia Elétrica (ANEEL), na volatilidade e covariância do índice de ações pertencentes a esses setores. Neste artigo, adota-se também a função de resposta impulso desenvolvida por Hafner & Herwartz (2006) para estimar a persistência desses efeitos. Os resultados revelam que o impacto da intervenção regulatória na volatilidade do setor de energia elétrica foi significativo, duradouro e contaminou o setor de telecomunicações. Além disso, mostram que o efeito da intervenção regulatória no risco do setor de telecomunicações foi pequeno.
