Resumen
This paper aims to analyze the innovation process of the Public Ministry of the State of Rio Grande do Norte (MPRN) from the implementation of the E-MP system. The development of information and communication technologies led to an expectation that there would be a great transformation in the State-society relationship, however it is worth noting that innovation in the Public Sector cannot be understood only as an acquisition, it is necessary to reflect on the impact of this innovation in generating value for the institution. Thus the work has the following problem: How did the innovation process of the Public Ministry of Rio Grande do Norte occur from the experience of implementing the E-MP system? In order to answer this question it was necessary to rescue the concepts of information and communication technology, innovations in public management, as well as barriers and inducers of innovation. The methodology used was a case study, with a quantitative descriptive approach, being a scientific research, in the area of applied social sciences, focused on public management. It was carried out at the Public Prosecutor's Office of Rio Grande do Norte, in August 2021, where the content obtained through interviews with several people connected to the project and with documentary survey was analyzed. The research revealed that the barriers are related to the use of technologies and the comparisons with the virtual Public Ministry, while the inducers are directly related to leadership. Furthermore, the implementation process was conducted efficiently in the organization, which resulted in substantial gains in its performance. We conclude that the project is considered innovative because it is something totally new for the MPRN and because of the gains in productivity.
