Resumen
This paper analyses the Local Productive Arrangement on Health services in Natal and Parnamirim. The main goal is to show the strategical importance of this arrangement as a development vector and a generator of income and job creator in the region as well as to assay this APL articulation with local/state economy beginning from hospital goods and services acquisition. The research starts from the hypothesis Natal and Parnamirim's APL Health Services is responsible for a significant part of the jobs and Health Facilities in the state of Rio Grande do Norte and is therefore condensed. As regard the purchases of goods and services by this APL hospitals they have a low link with local productive structure. However, the locally done acquisitions even though with low technological content are relevant to boost many activities. The methodology includes a bibliographic research about the APL Approach in the perspective of the Research Network in Innovative Local and Productive Arrangement (RedeSist/IE/UFRJ) and also about the health sector as development strategy in addition to a field survey which identifies the origin of materials/inputs and acquired services by hospitals of the health APL in Natal and Parnamirim. The results shows that huge is the dependency of other states to make material and input purchases willing to supply the APL mainly on what comes to machines and tools more technologically embedded. Although it confirms that other products with lesser technological content are acquired local/regionally. In services hiring it shows that regional companies are responsible for the arrangement's establishment majority of attendance. In conclusion the research hypothesis is confirmed indicating purchases from hospitals present in health APL can, potentially stimulate numerous business and activities overflowing to local/regional economy. Yet the challenges persist, starting with the Rio Grande do Norte's dependency of Brazil other regions and abroad about equipment, medicines and pharmaceuticals.
