This monographic study on the establishment of Project Implementation of the Municipal System of School Libraries (SIMBE) in Municipal Education System (SME) in the city of Fortaleza, capital of Ceara. Demonstrates the relationship public authorities, school managers, teachers and community as a whole, linked directly to changes occurring in education. Education relates to the practice manager, both being directed with respect to the school library as a space for training of readers and contributors to citizenship. Stresses the importance of library for the entire school community, for the country and especially for educational and made aware of rights and duties. It is characterized as an exploratory character bibliographic and documentary. Use the dialectical method to discuss the existing situation, the possible approaches and proposals for improvements to education in public schools in Fortaleza. Considered to be SIMBE traced a path changes with the revitalization of libraries, teacher training and envelopment of readers. Since then, the necessary continuity even in schools.
