Resumen
This paper intends to analyze the competences of a prison manager on his duty of enforce the Penal Execution Law, based on a survey carried out in a prison in the Northwest of the State of Rio Grande do Sul. The methodology used was a qualitative analysis developed through interviews with the manager of the mentioned prison, an inmate, and an ex-con. Based on the responses, you can identify conditions experienced by prison inmates, and the challenges faced by the prison manager to apply effectively the rules determined by the Penal Execution Law, focusing mainly on the 11th article of the Law No. 7210 of July 11, 1984, which seeks to ensure assistance to prison inmates. The obtained results may be used to develop and implement viable policies to the prison system of the State of RS, and bring to society’s knowledge the problems and the causes that was aggravating factors to individuals to the fulfillment of a sentence, caused by mistakes, transformed in punishment, which was the deprivation of their freedom. Linked to that, achieve a participative role of the society in the inclusion of ex-cons in the search for a more effective correctional resocialization.
