Orientador: Maria Tereza Duarte Paes Dissertação (mestrado) - Universidade Estadual de Campinas, Instituto de Geociências Resumo: Procuramos com esta pesquisa contribuir para o conhecimento da realidade de lugares habitados por populações tradicionais, mais especificamente por caiçaras, buscando compreender as reconfigurações que vêm ocorrendo no balanço do poder de decidir sobre esses lugares e as consequências desse processo para as lógicas locais/globais. A necessidade de entender em profundidade como e por que modelos hegemônicos de intervir no espaço se difundem com mais facilidade em alguns lugares em relação a outros e quais as consequências disso para os diferentes sujeitos envolvidos norteou o desenvolvimento do trabalho. Escolhemos como estudo de caso o bairro do Bonete, Ilhabela ¿ SP, por apresentar características singulares em relação à maior parte da região onde está inserido, principalmente quanto ao seu relativo isolamento, uma vez que, além de estar em uma ilha, só é possível ser acessado por uma trilha de aproximadamente 15 Km, considerada de alto grau de dificuldade, ou por pequenas embarcações. Procuramos analisar como se organizam as relações de poder, tanto entre os habitantes do bairro do Bonete, em sua grande maioria caiçaras, quanto entre estes e os agentes externos, avaliando como esse movimento consubstancia e é consubstanciado pela dinâmica espacial deste lugar. Estruturamos o trabalho em duas partes: na primeira desenvolvemos uma reflexão predominantemente teórica sobre o conceito de populações tradicionais, sobre a dívida histórica contra essas populações e sobre a relação existente entre estes grupos sociais e questão ambiental; na segunda parte colocamos em foco o bairro do Bonete como estudo de caso, quando a empiria é colocada em destaque e analisada com as lentes teóricas evocadas ao longo dos demais capítulos. Centramo-nos em alguns processos-chaves que nos permitiram identificar os mecanismos para o exercício do poder e os trunfos que possuem os diferentes atores. Estes processos-chave são: a evolução das redes geográficas, especialmente da estrada; a normatização territorial que incide sobre o bairro; o turismo como motor de transformações na lógica do uso e da posse das terras; a participação dos moradores na nova dinâmica econômica pautada no turismo. Em seguida refletimos sobre algumas perspectivas para o futuro do lugar, considerando a proposta de mudanças no Zoneamento Ecológico Econômico que tramita; considerando a possibilidade de tornar a posse da terra coletiva no Bonete a partir da constituição de Unidades de Conservação de Uso Sustentável ou de Territórios; considerando a intenção de migrar ou de permanecer dos boneteiros; considerando os aspectos que os moradores acreditam que precisam ser melhorados no bairro; considerando as formas de organização da população e o problema representado pela questão da energia elétrica. Verificamos com base nestes processos analisados, que, no Bonete, o cotidiano ainda se desenvolve sob a égide dos boneteiros. Nossa hipótese de que os moradores ainda exercem primordialmente o poder sobre o lugar foi verificada, apesar das transformações que vêm ocorrendo desde a década de 1990 e da iminência de possíveis mudanças no futuro próximo Abstract: Our intention with respect to this research is to contribute to the knowledge of the reality of places inhabited by traditional populations, specifically by caiçaras, trying to understand the reconfigurations which as been occurring in the balance of power to decide over these places and the consequences of this process for local / global logics. The need to understand in depth how and why hegemonic models to intervene in space are spread more easily in some places over other and what are the consequences for the different agents involved, guided the development of the work. We choose as a case of study the neighborhood of Bonete, Ilhabela - SP, due to its unique characteristics in relation to most of the region where it is located, especially represented by the relative isolation, since in addition to being on an island, you can only arrive it by a trail of approximately 15 km, considered high degree of difficulty, or by small boats. We tried to analyze how are organized the power relations, both among the inhabitants of the neighborhood Bonete, mostly caiçara population, as between them and the external agents, assessing how this movement embodies and is embodied by spatial dynamics of this place. We structured the work into two parts: in the first one we developed a predominantly theoretical reflection about the concept of traditional populations on the historic debt against these populations and the relationship between these social groups and environmental issues; in the second part we put into focus the Bonete, when empiricism is placed highlighted and analyzed with the theoretical lenses evoked throughout the remaining chapters. We focus on some key processes that enabled us to identify the mechanisms for the exercise of power and trumps that have different stakeholders. These key processes are: the evolution of geographical nets, especially the road; territorial regulation that focuses on the neighborhood; tourism as the main engine of changes in the logic of the use and possession of the land; the participation of residents in the new economic dynamics guided by the tourism. Then we reflect on some prospects for the future of the place, considering: the proposed changes in the Ecological Economic Zoning which is being processed; considering the possibility of turning the lands in collective ownership in Bonete, from the constitution of Conservation Units of Sustenable Use or Territories; considering the intention to migrate or stay of boneteiros; considering the aspects that residents believe they need to improve the neighborhood; considering the forms of organization of the population and the problem represented by the issue of electricity. We found based on these processes analyzed, that in Bonete the daily develops under the aegis of boneteiros. Our hypothesis that the residents still primarily exercing power over the place was checked, despite the changes that have been occurring since the 1990s and although the imminence of possible changes in the near future Mestrado Analise Ambiental e Dinamica Territorial Mestre em Geografia CAPES
