Resumen
O presente estudo analisou a percepção dos profissionais de nível superior das equipes de
Saúde da Família de uma regional de Fortaleza, sobre a Promoção da Saúde e suas ações de
Promoção da Saúde na Estratégia Saúde da Família. A análise dos discursos, utilizando a
técnica do DSC (Discurso do Sujeito Coletivo) possibilitou conhecer no senso comum destes
profissionais, a interpretação dos conceitos teóricos e sua aplicação prática na rotina de
trabalho. Os discursos mostraram que para os profissionais de saúde a Estratégia Saúde da
Família está em processo de implantação em Fortaleza, com apenas dois anos de trabalho das
equipes nos territórios. A Promoção da Saúde apresenta variações quanto à sua compreensão
que vão desde as concepções enquanto ações de prevenção de doenças, de educação em
saúde, como também a busca por qualidade de vida com ações integradas da comunidade e o
poder público. A Promoção da Saúde nas práticas cotidianas das equipes está centrada nas
ações de educação em saúde nos grupos operativos organizados nas unidades e ações de saúde
bucal dos escolares. Existe a manifestação e o reconhecimento da necessidade de trabalhar de
forma integrada com a comunidade, compartilhando saberes e a busca por parcerias sólidas de
intersetorialidade entre os diversos serviços governamentais e não-governamentais presentes
nos territórios de atuação das equipes. A partir destes discursos fizemos propostas de
intervenção na Saúde da Família, na busca de implementar as ações de Saúde voltadas para a
integralidade da assistência, seguindo os preceitos do SUS, da Estratégia Saúde da Família e
da Promoção da Saúde. The present work examined the perception of graduated professionals of Family
Health’s teams of a region of in Fortaleza about the Estrategy Family Health, the Health
Promotion and its actions on Health Promotion Strategy in Family Health. The analysis of the
discourses, using the technique of DCS (Discourse of the Collective Subject), allowed to
know, in the common sense of these experts, the interpretation of theoretical concepts and
practical application of these concepts in the routine work. The discourses showed that, for
health professionals, the family health strategy is in process of deployment in Fortaleza, with
only two years of work. The Health Promotion presents variations on its understanding that
range from actions on disease prevention to health education, including the pursuit of quality
of life with integrated actions of the community and the government. The Health Promotion
in the team’s everyday practices is focused on the actions of health education in operating
groups organized in the units and actions of oral health at schools. Many express and
recognize the need of working integrated to the community, sharing knowledge and the search
for strong intersectional partnerships among governmental and non-governmental various
activities found in the territories of the teams. From these discourses we will make proposals
for intervention on Family Health, trying to implement the Health actions aimed to the
integrity of assistance, following the precepts of SUS, the Family Health Strategy and Health
Promotion.
